KEYPORT — Capt. William Power took the helm of Fleet Logistics Center Puget Sound on Friday. Power relieved Capt. James Dolan, the commanding officer since August 2009, during a change-of-command ceremony in Naval Undersea Museum's auditorium.
Power recently completed a tour as director of logistics for U.S. Strategic Command at Offutt Air Force Base in Nebraska. Dolan is on his way to Defense Supply Center Columbus in Ohio.
Fleet Logistics Center Puget Sound buys supplies for Puget Sound Naval Shipyard and Intermediate Maintenance Facility and Navy Repair Facility in Yokosuka, Japan. It also provides contracting support to all Navy ships in the Puget Sound homeport area, and for ships and shore activities in the Western Pacific.
Rear Adm. Mark Heinrich, commander of Naval Supply Systems Command, was the guest of honor for the change of command ceremony. He said Dolan accomplished great things during his tour here. The contracting department performed 29,400 contract actions valued at nearly $696 million. In 2010, it won the Excellence in Acquisition Award against competition from the United States and abroad. It earned a supply support grade of "excellent" during a torpedo certification examination board, a grade of "outstanding" with no findings during the 2010 NAVSUP inspector general visit and 99 percent provisions fill rate for local and visiting ships. Its Manchester fuel depot issued and received more than 341 million gallons of petroleum, oil and lubricants without incident.
Power enlisted in the Navy in 1984, was appointed to Officer Candidate School and earned his commission in 1987. He was once the business officer at Fleet and Industrial Supply Center Puget Sound. He holds a bachelor's degree in social sciences and master's of science degrees in systems management and national resource management.
